If we define this work in the broad scope of missions then we must also use an appropriate process for delivering the message. In the Global Evangelism class, we covered David Hesselgrave’s model that uses a three culture model.
Another definition - The missions term for this process is transculturation - basically the process of taking the gospel message between cultures.
I can not do the process justice here, but the outline may be of benefit.
The Sender is a member of a culture. This person must learn and understand the gospel message personally and in the context of their own culture - basically, be an intelligent believer - someone who understands their faith. This is also the type of knowledge required for effective evangelism.
To cross cultural boundaries, however, the sender must learn more - he or she must reach into the culture of the Bible and understand the Bible message as it was originally presented - and what meaning it would have had to the people of the original culture.
