The Community of HOPE model is based on cell church and seeks to create a church planting movement in the communities where it ministers. The program is managed at what would roughly translate to our district level of church government. There is a single church that provides a ministerial umbrella for the cell-churches that it then plants.
The ministry uses lay volunteers who are trained to be what we might call local missionaries. These people go into communities where they feel called in an initial group of five to eight people, and attempt to establish a cell group. In time, the group would then expect to divide the cell several times, and in a period of time, have six cells meeting. This would then become the basis of a 72 person church.
The ministry attempts to address the needs of kids though children's leaders, and has adult groups often divided by gender. The groups are to be about 12 people in size, and should have accountability groups of three within. This is taken directly from Wesley.
